You are both pretty much right on. It is a sign for "Don't sit on the steps" on one of the ferry boats that takes you to and from Magic Kingdom. Apparently when the boat is crowded, people sit on the steps and they have had some accidents. I asked one of the Cast Members and they explained the sign and why the steps are now roped off any time that the boat is in motion, with Cast Members stationed at the top and bottom of each staircase.
