The F505V has a mode called "Twilight Plus" that does a great job with night scenes. Most of the time I also set -0.3 or -0.7 exposure compensation, to reduce the blown out look of bright lights. This particular shot was -0.3, I believe. Use a tripod and the timer to eliminate camera shake. It was quite windy at the top of the Stratosphere, which unfortunately ruined a number of my shots that evening.
