This is the Hyde Park roundabout and the building is the Wellington Arch built to comemorate the Duke of Wellington who lived just to the left of this image.The arch is open to the public and from the top you can get a fairly good view into the gardens of Buckingham Palace just to the right.See next image...and not a naked cyclist in sight!
